Togo has emerged as the fastest-growing nation in cybersecurity worldwide since 2018, achieving a remarkable milestone in the latest Global Cybersecurity Index (GCI) 2024. With an impressive score of 88.8, Togo is now classified as a Tier-2 country, standing alongside leading nations like China, Israel, Switzerland, Poland, and Russia.

This ranking underscores Togo’s rapid advancement in aligning with stringent cybersecurity standards and practices. The country’s exceptional progress demonstrates its commitment to building a robust cybersecurity infrastructure and establishing itself as a key player on both the regional and global stages. Togo’s progress in cybersecurity is the result of strategic policies and initiatives aimed at enhancing resilience against cyber threats. The government has implemented robust legal measures, developed advanced technical capabilities, and fostered close cooperation with international and regional partners.

These achievements are the result of a unique public-private partnership (PPP) model in the region, designed to provide high-quality services and rapid access to cutting-edge expertise. Cyber Defense Africa (CDA), born out of this PPP between the Togolese Republic and the Asseco Group, serves as the operational arm of the National Cybersecurity Agency (ANCy). It provides cybersecurity services to public administrations and private enterprises, particularly in critical sectors like finance, energy, and telecommunications. CDA also contributes to building local cybersecurity capacity and supports the continuous development of advanced infrastructure and skills in Togo.

The Global Cybersecurity Index (GCI), published by the International Telecommunication Union (ITU), is a global benchmark that measures countries’ commitment to cybersecurity. It evaluates nations’ efforts across five pillars: legal, technical, organizational measures, capacity development, and cooperation. The GCI aims to raise awareness about the importance of cybersecurity and encourages countries to strengthen their infrastructure and policies in this critical area.

Rapid and Steady Progress

In 2018, Togo ranked 151st globally and 33rd in Africa. By 2020, the country had climbed to 105th globally and 19th regionally, thanks to significant efforts in legal and regulatory frameworks undertaken at the time. In 2024, Togo now ranks 8th in Africa and 67th globally, marking an exceptional leap that showcases the effectiveness of the measures implemented.
